Functions of the Editor and the Editorial Committee
Publishing decisions
The editor is responsible for deciding which of the articles submitted to the journal should be published. The publication decision must be guided by the policies of the journal's Editorial Board, and must be based exclusively on academic merit and the decision of the collaborators. The publisher must adhere to contemporary rules regarding defamation, copyright infringement and plagiarism that are effective. He has the right to carry out decision-making in consultation with collaborators or members of the editorial board.
An editor should not use published information in the editor's own research without the express written consent of the author. Editors must take reasonable responsive steps when ethical complaints have been raised in relation to a submitted manuscript or published paper.

Fair play
An editor must evaluate manuscripts for their intellectual content without regard to the race, gender, sexual orientation, religious beliefs, ethnicity, nationality, or political philosophy of the authors.
Confidentiality
The Editor and any writing team must not disclose any information about a submitted manuscript to anyone other than the corresponding author, collaborators, potential collaborators, other editorial advisors, and the editor, if applicable.
Disclosure and conflicts of interest
Unpublished materials revealed in a submitted manuscript should not be used in an editor's own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and will not be used for personal gain. Editors must excuse themselves (i.e., must ask a co-editor, associate editor, or editorial board member instead to review and consider) from consideration of manuscripts in which they have conflicts of interest resulting from relationships or competitive, collaborative or other connections with any of the authors, companies, or (possibly) institutions connected to the newspapers. Publishers should require all contributors to disclose relevant competing interests and publish corrections if competing interests are revealed after publication. If necessary, other appropriate measures should be taken, such as publishing a retraction or expression of concern.

Duties of reviewers
Contribution to editorial decisions
Peer review assists the editor in making editorial decisions and through editorial communications with the author can also assist the author in improving the paper.
Puntuality
Any selected referee who does not feel qualified to review a manuscript or knows that prompt review will be impossible should notify the editor and excuse themselves from the review process.
Confidentiality
All manuscripts received for review must be treated as confidential documents. They are not to be presented or discussed with others except as authorized by the editor.
Objectivity standards
Comments must be carried out objectively. Personal criticism of the author is inappropriate. Arbitrators must express their views clearly, with supporting arguments.
Source recognition
Reviewers must identify relevant published work that has not been cited by the authors. Any assertion that an observation, derivation, or argument had been previously reported must be accompanied by the appropriate citation. A member should also draw to the editor's attention any substantial similarity or overlap between the manuscript under consideration and any other published document of which they have personal knowledge.

Disclosure and conflict of interest
Privileged information or ideas obtained through peer review must be kept confidential and will not be used for personal gain. Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions in relation to the papers.
Bad behavior
The editors will ensure serious conduct of reviewers and pursue any allegations of breach of confidentiality, failure to declare inappropriate use of conflicts of interest (financial or non-financial), confidential documentation, or delay of peer review for competitive advantage. Allegations of serious misconduct by a reviewer, such as plagiarism, will be taken to the institutional level.
Duties of Authors
Standard reports
Authors reporting original research results must present an accurate account of the work performed, as well as an objective discussion of its significance. Underlying data must be accurately represented on paper. A document must contain sufficient detail and references to allow others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable.

Originality and plagiarism
Authors must meet the publication requirements that: (i) the work submitted is entirely original, (ii) it is not plagiarized, (iii) it has not been published elsewhere, and (iv) if the authors have used work and / or words of others this has been duly cited.
Multiple, redundant or concurrent publication
An author should not, in general, publish manuscripts describing essentially the same research in more than one journal or primary publication. Submission of the same manuscript to more than one journal simultaneously constitutes unethical behavior and publication is unacceptable.
Source recognition
Appropriate recognition should always be given to the work of others. Authors should cite publications that have been influential in determining the nature of the work reported.
The authorship of a manuscript
Authorship should be limited to those who have made a significant contribution to the conception, design, execution or interpretation of the present study. All those who have made significant contributions should be listed as co-authors. Where there are others who have participated in certain substantive aspects of the research project, they should be named in an Acknowledgment of Receipt section
The corresponding author must ensure that all co-authors are appropriate (as defined above) and that all co-authors have seen and approved the final version of the paper and have agreed to its submission for publication.
Dangers
If the work involves chemicals, procedures, or equipment that have any unusual hazards inherent in their use, the author must clearly identify these in the manuscript.
Disclosure and conflicts of interest
All authors must disclose in their manuscript any substantive financial or other conflict of interest that could be construed to influence the results or interpretation of their manuscript. All sources of financial support for the project must be disclosed.

Fundamental errors in published works
When an author discovers a significant error or inaccuracy in his/her own published work, it is the author's obligation to immediately notify the editor of the journal or publisher and cooperate with the editor to correct the manuscript.
