Financial analysis of the institutional budget of the Decentralized Autonomous Government of the El Carmen City

Abstract

In Ecuador, the decentralized autonomous governments must elaborate and prepare a territorial development plan, in addition to having indicators that allow an evaluation of performance for decision-making, this leads us to the objective of the article, to analyze the financial statements of the institutional budget. Decentralized Autonomous Government of the El Carmen canton, which will allow expanding the vision of the existing financial information, through a mixed qualitative-quantitative, documentary and field type investigation. The financial indicators, among which are those of financial autonomy, dependence, financial self-sufficiency, current savings, rigidity of expenses, as a result, a traffic light matrix can be found based on the comparative analysis of the years of study, allowing the situation to be identified. of the main accounts of the local administration that only had budgetary information, general data that lacked the interpretation required for permanent monitoring of their economic and financial activities.
