Abstract

The neoclassical theory of migration, which focuses on economic crises and evaluations in terms of GDP decline, poverty, and unemployment, are usually the parameters taken to justify why people tend to leave for other destinations. The analysis of Ecuadorian migration to Spain in the periods 1999-2000 and 2008-2009, in which solid economic recessions developed, will show that these neoclassical trends are essential to finding the causes that drive migration from developing to developed countries; however, they fall short to explain the phenomena of circular migration or return to the countries of origin that the sociological theories on migration explain most assertively.  Greater perceptions of well-being consolidated migrant networks in destination countries, cultural empathy, and regularization and reception processes play a fundamental role in explaining migration phenomena.  The results of this empirical study allow us to make recommendations on public policy for Ecuador centered on cooperation for human mobility that applied to the current economic crisis experienced as a consequence of the pandemic where a trend towards a new migratory wave towards the United States is on the rise and becoming evident.  Keywords:  Migration; neoclassical theories; sociological theories; economic crises; migrant networks; integration in host countries; government programs.
