Digital government and citizen participation in the decentralized autonomous governments of the cantons of Manabí

The study examined the evolution of the digitalization of society and how this process fostered the creation of tools aimed at facilitating citizen participation in public management, highlighting the relevance of digital government as a means to enhance transparency, institutional efficiency, and interaction between the state and citizens. Its objective was to diagnose the status of digital government in the cantonal decentralized autonomous governments of Manabí, considering the informative, consultative, decisional, and implicative degrees of citizen participation. A quantitative research approach was employed, with a descriptive, non-experimental design, through the application of a structured survey administered to public officials specializing in citizen participation, in order to measure the level of participation, the frequency of use of institutional web portals, and the levels of engagement generated between digital platforms and the citizenry. The results showed that, although progress was made in the incorporation of digital tools, digital government remained at an incipient stage due to technological, organizational, and participatory culture constraints. These findings suggested that the potential of digital platforms to deepen democracy and social oversight was underutilized. In conclusion, the study evidenced the need to strengthen technological infrastructure, develop institutional capacities, and optimize mechanisms for citizen participation and oversight, with the aim of consolidating a more inclusive and effective digital governance, oriented toward building a more active relationship between public administration and society.
