Web development has evolved on a large scale, this article makes a comparison between two important design frameworks that are essential for the development of web interfaces, such as the responsive and adaptive framework, highlighting its main advantages and differences through the experimental method, properly focused on the development of a web portal, The Google Page Speed Insights tool was used for the comparative study, where evaluation metrics imposed by W3C were applied, with respect to performance and optimization. To guarantee the quality of the research, the Delphi method was applied in a questionnaire directed to 50 teachers from different Ecuadorian Universities, with the purpose of knowing the most adequate design framework at the moment of developing and producing web systems.
